Pet Product Safety Standards Framework
The APSA Framework establishes the principles, safety categories, and stakeholder responsibilities that underpin our approach to safer pet products — from design through to post-market accountability.
Purpose
The Animal Pet Safety Alliance has developed this Pet Product Safety Standards Framework to promote safer pet products, encourage responsible innovation, and reduce preventable injuries to animals and their owners.
The Framework is intended to provide guidance for manufacturers, designers, retailers, regulators, veterinary professionals, testing organisations, and consumers. It establishes principles that support higher standards of product safety, quality, reliability, and animal welfare.
Core Principles
Every pet product assessed under this Framework is evaluated against the following foundational principles.
Animal Welfare First
Every pet product must place the health, safety, and welfare of animals as the primary design consideration, above commercial or aesthetic factors.
Owner & Public Protection
Products must protect owners, handlers, and members of the public from all foreseeable risks arising from normal and reasonably foreseeable use.
Evidence-Based Design
Products should be designed and tested using recognised scientific methods, with safety claims supported by independent evidence.
Transparency & Disclosure
Manufacturers must provide clear, accurate information about materials, intended use, age suitability, and any known limitations or hazards.
Responsible Materials
Products should use materials that are non-toxic, durable, and appropriate for their intended application, with consideration for environmental impact.
Post-Market Accountability
Manufacturers are expected to monitor products after market entry, respond promptly to safety concerns, and cooperate fully with recall procedures where required.
Safety Categories
The Framework organises safety requirements into six categories, each addressing a distinct dimension of product risk and quality.
Physical Safety
- Absence of sharp edges, protrusions, or entrapment hazards
- Structural integrity under normal and stress conditions
- Appropriate sizing and fit for the intended animal species and breed range
- Resistance to breakage that could create secondary hazards
Chemical Safety
- Use of non-toxic, pet-safe materials throughout
- Compliance with applicable chemical safety regulations
- Testing for heavy metals, phthalates, and other restricted substances
- Safe coatings, dyes, and adhesives appropriate for animal contact
Functional Reliability
- Consistent performance across the stated product lifespan
- Resistance to degradation under normal environmental conditions
- Reliable operation of any electronic, mechanical, or digital components
- Clear guidance on maintenance, replacement, and end-of-life disposal
Labelling & Information
- Clear identification of intended species, size range, and age suitability
- Accurate weight and load-bearing ratings where applicable
- Warnings for known risks or contraindications
- Manufacturer contact details and batch/lot identification
Technology & Connected Products
- Data security and privacy protections for connected devices
- Fail-safe behaviour in the event of connectivity loss or power failure
- Clear disclosure of data collection, storage, and sharing practices
- Software update and end-of-support policies communicated at point of sale
Certification & Audit
- Independent third-party testing prior to market entry
- Periodic re-certification to reflect design changes or new evidence
- Cooperation with APSA audits and post-market surveillance
- Transparent reporting of adverse incidents and product failures
Stakeholder Responsibilities
The Framework recognises that product safety is a shared responsibility across the entire supply chain and professional community.
Manufacturers & Designers
Apply the Framework at the design stage and maintain compliance throughout the product lifecycle.
Retailers & Distributors
Stock and promote only products that meet recognised safety standards, and cooperate with recall procedures.
Veterinary Professionals
Advise clients on product safety, report adverse incidents, and contribute expertise to standards development.
Regulators & Standards Bodies
Reference and incorporate Framework principles into statutory and voluntary regulatory instruments.
Consumers & Pet Owners
Make informed purchasing decisions, follow product guidance, and report safety concerns to manufacturers and APSA.
Testing Organisations
Apply rigorous, independent testing methodologies and maintain impartiality in certification decisions.
Compliance & Certification
Products that meet the requirements of this Framework may apply for APSA certification. Certification is granted following independent assessment and is subject to periodic review. APSA-certified products carry the right to display the APSA mark, signalling to consumers and professionals that the product has been independently assessed against our standards.
Certification does not exempt manufacturers from their legal obligations. APSA certification is a voluntary, additional assurance that operates alongside — not in place of — applicable statutory requirements.
Where a certified product is found to fall below the standards set out in this Framework, APSA reserves the right to suspend or withdraw certification and to publish details of the decision in the interests of consumer transparency.
